Director-Procurement & Contract Management

New Jersey Resources is seeking a Director-Procurement and Contract Management to lead the implementation of procurement transformation to support enterprise goals and service delivery excellence; accountable and responsible for optimizing procurement across all major functions. Develops capabilities and initiatives to support procurement performance over a multi-year horizon, and is responsible for procurement processes, infrastructure and personnel.
Major Responsibilities:
Oversee procurement which includes employees with skills and expertise in the following areas:
o Operational procurement ? transactional purchasing and contract administration
o Strategic procurement ? large dollar risk purchases, contract development and management, and supplier relationship management (SRM)
o Procurement Support Services ? analysis, performance monitoring, planning and forecasting, and service delivery model performance
Enable the company's procurement strategies and operational objectives to drive cost savings, optimize value, and improve service quality; develop engagement and commitment to that strategy within the department and the organization at large; and realize the strategy through specific objectives, plans, and actions
Oversee and continuously improve the major functions of operational procurement, strategic procurement, planning and forecasting, and performance management to ensure business unit satisfaction and lowest total cost of ownership (TCO), while maintaining safety standards, managing risk and maintaining controls
Possess in-depth understanding of the operational needs of major business lines and affiliates similar to NJR
Establish the company's procurement policies; maintain policies as appropriate and monitors for compliance across the company
Initiate industry "leading practices" within the company's procurement organization to achieve process excellence from requisition to payment; stays abreast of industry innovations, and continuously improves the function and processes
Establish performance metrics for procurement activities, sets and achieves goals, and measures and reports on results against goals and established external benchmarks
Maintain strong, positive, and influential relationships with key internal stakeholders and with the company's supplier community to assure long-term, cost-effective continuity of supply while delivering superior customer service
Identify and develop talent within the organization; creates and maintains strong, effective teamwork among employees and with business units
Position Requirements:
Bachelors degree required; MBA or equivalent preferred
10+ years of related procurement experience, particularly, strategic sourcing
Significant leadership experience
Professional designation desired: Certified Purchasing Manager (CPM)
Strong knowledge of advanced procurement principles
Strategic mindset with highly developed business analysis skills
Deep understanding of operations and finance.
Proven track record of developing people, leading and managing high-performing teams
Excellent interpersonal and communication skills that create collaborative working relationships
Exceptional project, change management, and process improvement skills
